BEAT THE STORY
If you want to level up as fast as possible first beat the Story Mode because this will unlock Inescapable Strike and Combined Power on the shop and we'll need those skills for this to work. You can try getting them by doing Custom Missions but that's just a waste of time.
GET THE RIGHT CARDS
Now make sure you have the following cards:
Gine (SH2-59)
Goku UI (UM1-SEC) equipped with Combined Power and Inescapable Strike
Vegeta SSGSS (UM2-034)
Vegito Xeno (SH3-SEC3)
Dark-Masked King (SH4-SEC2)
Cooler (UM1-58)
Frieza (SH7-BCP2)
Make sure that Goku has those two items equipped! You can equip the rest of your team with other items that increase your overall Power and Power Level.
UNLOCK SECRET BATTLE
Now that you have a strong Deck it's time to climb the Heroes Stadium ranks and unlock the Secret Battle! This battle will always reward you with 3x Rare tickets, 200,000 Zeni, and a 3x Exp Capsule. If you keep doing this battle with the 3x Exp Capsule you'll always get 900 Exp, also you can increase the amount by using Exp Modules.
Using the team above you can easily beat it in a single round but if not, no worries you can finish it easily in round 2.

SH4-SEC Machikabura;
SH4-SEC2 Dark-Masked King equipped with Universe 4 God of Destruction;
SH-8-06 Mr.Satan equipped with Solid Battle Plan;
UM1-18 Gohan (Adult) equipped with Steadfast Sense of Justice;
UM1-SEC Goku UI equipped with Combined Power;
UM2-034 Vegeta SSGSS equipped with Silent Ferocity;
UM1-19 Vegeta SSGSS (Evolved) equipped with Universe 4 God of Destruction.
UNIVERSAL ROULETTE
Doing the Secret Battle over and over can be quite boring since sometimes you need to beat it three or four times before you even level up, luckily the exp you get from it is more like a bonus since what we're really after is the Zeni!
If you go to the Hero Lab you'll find a small robot that will let you play roulette for 30,000 Zeni and almost every single prize is Exp! You get 5 tries and by spamming the A button you can go through it in about 10 seconds but, how much Exp will you get?
The amount of Exp you gain varies but usually, you'll get something between 100 and 400 which isn't bad for just 10 secs of play!
